Iran Special Report: RGC’s Rule of the Iranian Economy
This is a report received from inside Iran. It is a bit longer than the normal posts here. However, I believe it is necessary that we understand how deeply Iran is controlled by the Revolutionary Guards Corps. This is but one reason that Ahmadinejad’s reelection was absolutely necessary for the survival of the theocracy. None of the other candidates would have put forward a Cabinet composed almost entirely of RGC officials. I have done some minor revisions to make the report flow better in English.
The Revolutionary Guards Corps’ Rule of the Iranian Economy
After the defeat of clerical regime in the Iran-Iraq war and after the death of Khomeini, RCG and its affiliated enterprises started seizing countries economic levers parallel to the administration. Khatam Al Anbia base is the most important economic unit of RCG. It was established in 1980 by the order of Khamenei and is the greatest contractor of the government’s projects in Iran.
Projects at the hands of Khatam Al Anbia Base:
Projects having budgets of billions of Rials in fields of construction of dams, roads and facilities are given to the enterprises affiliated with RCG including the Khatam Al Anbia base. The RCG’s economic activities are so vast that it has private docks for importing goods. Thirty-five percent of the gross national product of the country is managed by this shadow administration.
RCG’s Ta’avon Foundation and its affiliated enterprises, Khatam Al Anbia Base, Bassij Foundation, the Islamic Propagation Organization, Alzahra Society, Mostazafan Foundation, Astan Qods Razavi, 15 Khordad Foundation, Zeinab Kobra Foundation and Imam’s Emdad Committee are amongst those enterprises which work under direct supervision of Khamenei as the shadow administration. Khatam Al Anbia Base is the executor of the most administrational projects in fields of oil, gas, water, transportation and construction of dams. The RCG exports oil and gas from Iran’s bazaar with subsidy and smuggles it into world’s trade and benefits 200 to 300%.
The Shadow Economy:
To control economic activites and the country’s import and export, the RCG has seized the control of a great number of the airports. For example, the international airport of Payam which is actually a postal airport near Karaj North-West of Tehran is managed by RCG. No custom exists there. In 2004 a new airport, the International Airport of Imam Khomeini, was built south of Tehran to act as a substitute for Mehrabad Airport. After first airplane landed, the RCG tanks invaded the airport and its forces raided the tower and demanded RCG’s control over the airport. In this manner RCG took the control of the airports importing smuggled goods.
The RCG’s Financial Enterprises:
RCG’s loaning apparatus turned to financial and credential enterprises so they can officially spread their financial activities. They changed names so that their military nature would not be discernible. These enterprises formed a few investment enterprises and started buying governmental factories and enterprises by putting them in the hands of the “private section”. Buying more than 50% of shares of Iran’s Communication Company is an example of such.
The RCG’s Advantages vs Private Section:
RCG has three advantages: having access to huge investments and foreign currency in governmental banks and foundations such as Kothar Foundation, not been obliged to answer to the government and it wont’ pay taxes, and being duty-free.
Financial and Credential Enterprise of Mehr (loaning Bassij):
This loaning system for Bassijies is amongst those loaning sections affiliated with RCG which changed its names to Financial and Credential Institution of Mehr. This institution has now formed an investing enterprise “Mehr Iranian Economy” and has a dense presence in the stock market. It has bought the shares of some great governmental enterprises.
This enterprise has bought 42.5% of Tabriz Tractor Production Company at the price of 177 billion Tomans in cash and by installments to own the greatest Iran’s tractor production factory. This enterprise has also bought shares of Communication, Mobarakeh Stainless Steel, Iralco, Sadra, Technotaz, Investing Enterprise of Industrial Progress, Jaber-ebne-Hayan Pharmaceutics and some other companies.
The Financial and Credential Enterprise of Ansar:
This enterprise started its activities 20 years ago after Iran-Iraq war as the loaning system Ansar Al Mojahedin. In Ahmadinejad’s administration it is turning into a bank.
The Ghorb Complex:
The head of the board of directives of this complex is the commander of RCG: Mohammad Ali Jafari. He is one of the greatest and most powerful contractors of Iran. He covers fields of roads, Industry, mines, agriculture and planning. This complex has signed more than 750 contracts in fields of roads, dams, watering systems, highways, tunnels, very strong buildings, shoring up three dimension netted iron rods, constructing towers in the sea and piping of water, gas and oil. Iran’s National Oil Company has signed the contract for developing stages 15 and 16 of South Pars oil field which is one of the largest oil fields in the world to this complex without putting it into tender. This is the most valuable plan of gas production in Iran.
The Sazandegi Bassij Organization:
This organization is another branch of RCG’s economy. Renewing of 10000 schools nationwide in a plan called “Hejrat” by using 15 to 30 years old Bassijies and renewing 15000 schools tasked by Ministry of Education is going to be conducted by this organization.
Damage that RCG Imposes on the Country’s Economy:
The entrance of RCG to the greatest and most sensitive development projects has imposed terrible expenditures on the country’s economy because of wrong planning, mismanagement, not following tactical principals, wrong choice of people, lack of specialty, lack of knowledge in the principals of engineering.
For an example a project that should be over in three years was inaugurated after 20 years having many deficiencies.
As a result a great number of people have joined the unemployed people in the country. The private section is helpless and cannot compete with RCG. Huge budgets and facilities are dedicated to a limited sector of close persons to the regime who are plundering people.
