The subscription intelligence newsletter, Geostrategy-Direct.com, in its week of July 29, 2003 issue says that Western intelligence believes that Mustafa Tlas, the Syrian Defense Minister, oversaw the transfer of Iraqi weapons into the country from Baghdad, Tikrit and al-Qaim. Dual-use items, which are products that appear to be for civilian use but can be used in weapons programs, were left inside of Iraq, according to the report.
